FINANCE & OPERATIONS MANAGER

West Cork Beacon provides specialised domestic and sexual abuse
supports and services throughout West Cork. It operates confidential,
non-judgemental, trauma-informed supports to women and children
experiencing domestic abuse and specialised counselling to women and
men who have experienced sexual violence from *
years upwards. The organisation has grown from a small part-time
service of 3 staff to 5 days a week with 9 staff, operating several
innovative projects including a safe house, specialised therapy for
children living with domestic abuse and providing training to a range
of other agencies and organisations on how to respond to abuse. West
Cork Beacon works from a client empowerment focus and a gender-based
analysis of domestic & sexual violence.

PURPOSE OF THE ROLE

The Finance & Operations Manager will work closely with the CEO to
oversee the financial obligations, budgeting, and financial reporting
of West Cork Beacon, so as to effectively govern and grow the
organisation. The postholder will also ensure that the organisation
has the proper operational controls, administrative and reporting
procedures in place, including oversight of compliance with charitable
and other regulations.

REPORTING ARRANGEMENTS

The Finance & Operations Manager will be part of a new management
structure reporting to the CEO. The postholder will also work closely
with the Finance Sub Committee of the Board of Trustees of West Cork
Beacon.

The postholder will line manage the Financial Administrator of West
Cork Beacon.

GENERAL MANAGEMENT RESPONSIBILITIES:

WITH THE MANAGEMENT TEAM OF CEO AND SUPPORT SERVICES MANAGER:

* Support effective and financially efficient delivery of
programmes.
* Contribute to organisational strategy and financial decision-
making including working with the Board of Management to deliver West
Cork Beacon Strategic Plan *.
* Work to prepare operational and financial plans for the
development of domestic violence refuge accommodation in West Cork.
* Nurture good relations with all West Cork Beacon financial
partners & funders.
* Maintain the professional values and standards of the organisation
ensuring that respect, empowerment, and encouragement are key to all
work by and for the organisation.

FINANCIAL MANAGEMENT:

* Oversee financial procedures, the maintenance of financial records
and any financial risk management.
* Development and oversight of organisational and programme budgets
including supporting the CEO & finance administrator with projections
and financial planning for programmes.
* Develop and review finance policies and procedures as required.
* Oversight of bookkeeping with regular checks and reviews.
* Monitor and oversee preparation of regular management accounts.
* With the CEO and Financial Administrator, prepare reports to the
Finance Sub Committee of the Board.
* Minute Finance sub-Committee meetings and ensure follow up of
decisions and requests.
* With the Financial Administrator, prepare for the annual audit,
including accruals, deferrals, SORP compliance etc, liaise with
auditors.
* Monitor implementation and compliance with organisational spending
processes.
* Advise on financial risk management and regularly evaluate risk
management procedures.
* Ensure tax compliance and anti-fraud measures are in place.

GOVERNANCE:

* Ensure operational standards and procedures are implemented in
order to contribute to good governance requirements of the
organisation.
* Implement governance requirements of the Charities Regulator as
directed by the Board, including participation in governance and
finance sub committees.
* Ensure timely reporting to the Charities Regulator and Companies
Office and as required, to statutory and other funders.
* Oversee governance in other areas e.g. in preparation and
monitoring of service level agreements with statutory funders.
* Provide support to the Finance sub-committee and, as appropriate,
the Board of Trustees, including preparation of relevant
documentation.

FACILITIES:

* Oversee lease and licence agreements and contracts with service
providers.
* Ensure data management arrangements are compliant with GDPR
requirements.

Such other responsibilities as agreed with the CEO and Finance
sub-Committee.

ESSENTIAL REQUIREMENTS:

* Third level qualification in Public Administration/ Accountancy/
Business Studies, or at least 5 years’ experience in financial
management
* Experience of financial planning, managing organisational budgets
and forecasting
* Experience in governance and financial compliance
* Strong organisational skills and an ability to work well with
people
* Proficiency in accounting packages and related programmes
* Strong organizational and time management skills, ability to meet
deadlines
* Good interpersonal skills and strong verbal and written
communication skills
* Understanding of the vital importance of confidentiality in an
organisation like West Cork Beacon
* Commitment to the professional values and standards of West Cork
Beacon, including ensuring that respect, empowerment, and
encouragement are key to all aspects of its work.

DESIRABLE

* Relevant experience in an NGO / charity an advantage but not
essential

OTHER CONSIDERATIONS

* This is a part-time post * - **Apply on the
website** hrs pw (to be agreed)
* The post will be offered on a three-year contract, with the
possibility of extension subject to funding.
* A hybrid working arrangement, between office and home, is
envisaged.
